I opened a ticket at upstream: 
https://gitlab.gnome.org/GNOME/libgudev/-/issues/8

Maybe we postpone this until upstream clarifies? It's not strictly needed for ModemManager anyways. Someone could then migrate the package to meson build with the next upstream release right away.
