[ptxdist] host-extract-cert: Download link for extract-cert broken

Hello,

the git repo at pengutronix seems to no longer provide public access to extract-cert.

Used in host-extract-cert.make in
   HOST_EXTRACT_CERT_URL		:= https://git.pengutronix.de/cgit/extract-cert/snapshot/$(HOST_EXTRACT_CERT).$(HOST_EXTRACT_CERT_SUFFIX)

This package is a dependency of host-ptx-code-signing-dev.

Maybe this dependency is not/no longer used since I could not find any use of the extract-cert command.

It is still used (see scripts/lib/ptxd_lib_code_signing.sh). I can access
it from the Company network, so I assume that it was blocked while trying
to limit the impact of AI crawler.
I've contacted our admins to see how we can get this fixed.
