[ptxdist] [PATCH] ntp: Version bump. 4.2.8p17 -> 4.2.8p18

Mostly bugfixes.

* Remove obsoleted options.
* Correct a pthread build detection issue with gcc-14. Assume existing func.
Unfortunately, a patch didn't make it into p18. Probably nobody bothered with
the new compiler before releasing p18.
