Hi,

I'm happy to announce that I've just released ptxdist-2023.09.0.

It's a bit late this month because I was on vacation and there was not much
to release last Friday. So I delayed the release for a week and applied
some more patches.

If you have rust packages with cargo workspaces then the result of 'ptxdist
cargosync' will be different. It turns out that in this case, the same version
in a cargo.lock does not mean that the code remains the same. Only the git
commit-ish is relevant here so it must be added to the package archive name
to ensure that they are unique for any given content.

The rest is mostly version bumps, some related changes and a few bugfixes.
