[ptxdist] [PATCH] libsolv: Change URL to one accepted by SBOM generator

With PTXCONF_PROJECT_GENERATE_REPORTS=y and
PTXCONF_PROJECT_DEFAULT_REPORTS="license-compliance spdx-sbom" set I got
the following error when running `ptxdist images`:
