[ptxdist] [PATCH] libcap-ng: resolve redirect; add mirror URL

The server at people.redhat.com redirects from HTTP to HTTPS, but it had
certificate issues in the last weeks. Although those seem to be fixed
now, add a second mirror URL to prevent breakage in the future.
