[ptxdist] [PATCH v2] architecture.in: Add AltiVec tuning.

Even if it looks like PPC is a dying breed,
add an altivec knob for PPC AltiVec/VMX/Velocity engine
tuning. Altivec is present in more modern designs.
Afaiu, Most designs that are >=  Power ISA v.2.03
According to Wikipedia:
