Upgrade old usbutils.

Usbutils now depends on libudev, add it.

Clear out some old configure options.

Also, usb.ids are not supplied anymore,
but rather supplied by the hwdata package.
Thus remove usb.ids installation and
make usbutils depend on hwdata-usb files.
