I had a brief look and it seems the dropbear package does not provide a
systemd unit file, so AFAIK systemd should use the legacy init script
for starting up dropbear. In other words: the startscript can be used by
systemd if there's no unit file and will always be used by bbinit.
Unless there's a systemd unit for dropbear I would not hard code the
dependency but let the user choose if she wants to install the
startscript or not.
