Not an "official" location, but Debian currently lists the homepage for 
the project as
https://web.archive.org/web/20180801004107/http://www.bzip.org/
(i.e. the Internet Archive). Following the download links from the 
archived page leads to
https://web.archive.org/web/20180624184806/http://www.bzip.org/1.0.6/bzip2-1.0.6.tar.gz
