Hi.
libcap-ng currently fails to download:
A missing intermediate digicert cert. Not provided by the server.

Confirmed and attempted to report via https://www.redhat.com/en/feedback
but submitted reports resulted in an error "There was a problem
processing your request."
As a workaround, Chrome and Firefox seem happy to access the site, so
the file can be downloaded and added to your local ptxdist sources
directory.

people.redhat.com has been reconfigured.
libcap-ng can now be fetched again.
Left an issue on github regarding hosting the package somewhere else.
