$DESTDIR is used during the <PKG>.install target to put the files in the
packages/<PKG> directory. But $(call install_dir ...) and friends are used
during the <PKG>.targetinstall target to put files from the packages/<PKG>
directory to the root/ and root-debug/ directories.
