When the license file changes then please add a comment here what changed.
Also, I presume COPYING.DOC was the 'GNU Free Documentation License'. It
this license no longer used? If it's still necessary then please change
this to use the spdx license identifier. GFDL-* (with whatever version is
appropriate).
