i simply solved it this way:

        --with-ssl=$(PTXDIST_SYSROOT_TARGET)/usr/lib/ssl \
        --enable-ssl=shared \
+       LDFLAGS='-lz'


APR_CONF_TOOL := autoconf
      APR_CONF_OPT := \

    --enable-threads \
