[ptxdist] Adding support for no-proxy option in URLs (patch)

Greetings!

I was missing the --no-proxy option for wget to download sources
from a server in the LAN. Admittedly that's not something one *should*
need, but find a simple patch attached, anyway, in case someone
needs it. Let's hope my MUA doesn't munge it too badly.
