Just download the source from http://mirror.be.gbxs.net/pub/linux/utils/util-linux/v2.19/ and place it in your source directory.
 
An easy way to find packages that you are unable to download is to search google with the package name with the .tar.bz2 (or whatever other compression prefix) included in the search and then just download them and place in your source directory.

Kernel.org is offline as you all might know, but also on the ptxdist
mirror the archives can not be found.
Is there any other mirror where I can obtain the archives, or can you
upload the archives to the mirror site?
