Try this instead:
[...]
ALPHA_EX1_MAKE_ENV := $(CROSS_ENV) \
"KERNEL_HEADERS_INCLUDE_DIR=$(KERNEL_HEADERS_INCLUDE_DIR)"
[...]
This should set and forward the variable to 'make' when it works through
your local Makefile.
