This is a follow up on:

I am working on Arch Linux (as well) and try to build latest
ptxdist and OSELAS.Toolchain from git.

Some more details about the issues with make 3.82 and 4.0 and how it was
fixed

I just copy the patch description from Daniel Schultze:

Make 3.82 broke makefiles that used implicit and
explicit rules on the same line.
This was a undocumented feature that broke many makefiles.
This patch removes the offending rule and replaces
it with two separate rules.
