Hallo,
could it be that when building host-* packages ptxdist always first
tries to link with the libs from the host from /usr/lib/ even when there
is a host-lib* version of the library available?

It should not, unless "-L/usr/lib" is added somewhere. If so, it really
depends on the ptxdist version. Newer versions with host wrapper add
sysroot-host at the end of the commandline while for older packages it
really depends on the individual makefiles.
