Current ptxdist releases contain host CMake 3.11.1, you're obviously using an 
older ptxdist release! You should consider migrating your BSP to a newer 
ptxdist. 

The update from CMake 2.8.11 to 3.1.1 happened with 
ptxdist-2015.02.0, which was almost four years ago. 

CMake 2.8.8 was included from ptxdist-2012.05.0 and got an update to 2.8.10.2 
with ptxdist-2013.04.0, that's both more than five year old releases!

If migrating to a newer ptxdist is not an option, you can overrule the rules/
host-cmake.make in your BSP.
