[ptxdist] [PATCH] icu: version bump 77.1 -> 78.3

The filenames and URL now don't replace the dot in the version anymore.
Also the source directory is now suffixed with sources instead of src.

The LICENSE hash changed due to the addition of an MIT licensed
JavaScript file. It's only used in icu4j, but nevertheless the PTXDist
license value already includes the MIT license.
