[ptxdist] [PATCH 1/2] libnl3: add host package

Add an host package for libnl3 in preparation of an host-nfsutils
version update, which unconditionally checks for the existence of
libnl3.

Although it also works with disable-shared, keep the shared libraries
enabled in case of some other package potentially depending on them.
