[ptxdist] [PATCH 2/2] libnet: Add license information

Most of the code is BSD-2-Clause with two exceptions.
The code of src/libnet_link_*.c is BSD-3-Clause,
and the asn1 code (for snmp) has an additional section which exactly
matches the MIT-CMU license.
