[ptxdist] [PATCH] cifs-utils: version bump 7.0 -> 7.4

[Sven Püschel]

The 7.4 archive misses an install-sh script. This generates an error
while running the included configure script. Therefore add an
autogen.sh patch to solve the problem for this release.
