Patch is available at least in all 2025 PTXDIST versions before 09.
Unfortunately it does not apply "as-is", since the define
-DOPENSSL_TLS_SECURITY_LEVEL=2 was dropped.

I agree with you, that if the toolchain supports the option, it should to
be used.
