[ptxdist] [PATCH] update tslib to 1.23 and disable obsolete galax module

[Jonas Rebmann]

the module_raw galax has been deprecated in favor of module_raw
input since tslib 1.9. As the galax module uses input_event::time, it is
incompatible with PTXCONF_GLIBC_Y2038.
