Fedora 40 decided to ship wget2 as wget replacement [1], which does not
support the FTP(S) protocol, with no progress on the issue tracking the
implementation since a few years. While the change is quite questionable,
with even upstream disagreeing [3], it may be a hint that it's finally
time to phase out FTP usage.

As wget2 doesn't understand the passive-ftp option, all downloads using
the wget based handler are broken, not just the packages actually using
FTP.
