Upstream changed in 2015, tarballs are available at a new URL now.

Patches could all be removed, issues where addressed upstream in a
different way however.

Changes in Copyright file where updating an e-mail address and adding a
note on new maintainership.

Notes:
    We are using 'at', but on an older BSP version still.
    Maybe we can get this out of staging again nevertheless?
    Builds fine with OSELAS.Toolchain-2016.06.1/arm-v5te-linux-gnueabi on
    ptxdist-2018.05.0, I have no more recent system at hand currently.
    No runtime tests, yet.
