host-python3-babel is needed for many python applications that require
compile-time i18n/l10n.
This also requires host-python3-tz.

Changes since V2:
 - Corrected licenses and added license files
 - Converted spaces to tabs
 - Changed URL to use ptx/mirror-pypi
