New translations for util-linux-ng.
lsfd is introduced as a new command.
Various bugfixes all over the place.
Quite a few fixes from running Coverity / ASAN.
Releasenotes at: https://mirrors.edge.kernel.org/pub/linux/utils/util-linux/v2.38/v2.38-ReleaseNotes
Beware, releasenotes are between 2.37 to 2.38, not patchlevels.
* Opted to not introduce lsfd yet.
