[ptxdist] [PATCH v3 4/7] passwd/group: added chrony UID/GID

Added chrony user id (UID) to /etc/passwd and
chrony group id (GID) to /etc/group using next
available numbers.

- Updated User ID Info field from daemon name to package name.
