The download server has been down for more than one week now. The
packages was never updated since commit b4c224b6f93802ff2adf
(2013-01-07, Wolfram Sang: "ustr: add package"), and the Debian package
changelog [0] also shows no new versions since 2008.
The only user, libsemanage, is already in staging.
