[ptxdist] [ANNOUNCE] OSELAS.Toolchain() 2019.09.1 released

Hi,

I'm happy to announce that I've just released OSELAS.Toolchain-2019.09.1.

This is just a minor bugfix release. There are only a few changes:

- A fix for broken C++ exceptions with static binaries on ARM.
- The fix for CVE-2019-19126 for glibc.
- Update to the latest gcc snapshot 9-20191130.

Debian Packages will be available at
http://debian.pengutronix.de/

There will be packages for the same releases as the 2019.09.0 release, that
means bullseye/sid, buster, Ubuntu 16.04 and 18.04.

There are now packages for Ubuntu 20.04 available as well.

For those that build the toolchain from source:

I've added some small changes to the stable/OSELAS.Toolchain-2019.09.x
branch in the git repository[1].
There are no changes to the resulting toolchain. But this changes the
PTXdist version to build the toolchain to 2020.04.0. I've done this because
this PTXdist version no longer needs Python 2. This should make it easier
to build the toolchain on the latest Linux distributions that dropped
Python 2 support.
