I've not seen any error like this.

util-linux-ng.install.post is finished when systemd.prepare is run, right?

What's the output of:
PATH=./platform-bar/sysroot-host/bin:$PATH ./platform-bar/sysroot-cross/bin/pkg-config --debug mount
