[ptxdist] [ANNOUNCE] PTXdist 2018.08.0 released

Hi,

I'm happy to announce that I've just released ptxdist-2018.08.0.

With this release, the behaviour when PTXdist rebuilds packages has changed
a bit: In addition to changed configuration options, any changes to the
content of the package .make and .in file will cause the package to be
rebuilt starting with the prepare stage.
Other than that, this is just the usual mix of bugfixes, version bumps and
new packages.
