In ptxdist master UDEV_LEGACY selects (the virtual) LIBBLKID and SYSTEMD also selects LIBBLKID. LIBBLKID itself selects UTIL_LINUX_NG and UTIL_LINUX_NG_LIBBLKID. So that all looks good to me.
