[ptxdist] Automake bug#20903

There is a bug in automake 1.15.1 which prevents building ptxdist
in Jenkins concurrently.

The bug was reported a long while ago as bug#20903:

And it was fixed last year:

The fix is included in v1.16 and later.


Which fix would be preferred? A patch for the currently used
automake v1.15.1 or a version bump?

You're talking about rules/host-autotools-automake.make, not the
automake that creates ptxdist's build script, right?

If so I'd prefer to see a version bump given that this newer upstream
version needs a patch less.
