Set AcceptEnv LANG LC_* in sshd_config, as Debian does.
Without this change, mosh does not work.

AcceptEnv LC_CTYPE is sufficient for mosh to work. Let me know if you
prefer allowing only this specific variable by default and I resend (or
you can fix it up if you want)
