[ptxdist] [PATCH] iptables: also select the tools when systemd units are selected

According to iptables.make, the systemd unit files are only installed if
IPTABLES_INSTALL_TOOLS is selected, which makes sense. Update the
menuconfig so it reflects this dependency, otherwise no unit files would
be installed at all, even if unit files are selected.
