You need to make sure ptxdist finds the correct qmake:

SCPICMD_PATH	:= PATH=$(PTXDIST_SYSROOT_CROSS)/bin/qt5:$(CROSS_PATH)

Also, don't forget to change the 'select' in scmicmd.in to QT5.
