I had a brief look and it seems the dropbear package does not provide a
systemd unit file, so AFAIK systemd should use the legacy init script
for starting up dropbear. In other words: the startscript can be used by
systemd if there's no unit file and will always be used by bbinit.
Unless there's a systemd unit for dropbear I would not hard code the
dependency but let the user choose if she wants to install the
startscript or not.

That does not work.
1. systemd sysv legacy support is disabled in PTXdist
2. It only works with init scripts with lsb headers.
