Debian has (some) fixed uids. But this only applies to the ranges 0-99
and 60000-64999. See /usr/share/doc/base-passwd/README and
/usr/share/base-passwd/passwd.master. (Fun fact: mysql has uid 106 on my
vserver even though it has been granted a fixed uid.)
