Looks like you are missing "Development files CUPS library" on host machine.

No you compiling samba here. Samba uses cups (libcups) to provide a
windows printer share, that's why configure fails. Because samba can't
find the libcups and dev files, etc...
I remember that cups has a buildsystem which isn't made for cross compiling.
You need to change the buildsystem to cross compiling it.
Another solution would be a cross compiling sandbox system like
scratchbox [0]. I don't know what's the state of this project is and you
need to do the same effort like to fix cups buildsystem for cross compiling.
It's difficult to handle with scratchbox, but it can handle better
buildsystem which are not made for cross compiling.
Example "replacing /usr/bin/gcc with cross compiler instead setting env", I
think ptxdist set CC variables or something else only.
For example if a Makefile contains the call "gcc -o bar foo.c" it will
call the gcc from your PATH. This is not cross compile friendly. Correct
would be a "$(CC) -o bar foo.c" - which is cross compile friendly
because you can change the compile call.
I don't want to say scratchbox is better than ptxdist, it's only another
solution to cross compile software which are not made to cross compile and
when you will merge ptxdist and scratchbox I think you can forget it anyway.
("it's for experts only").

look in /usr/foo.
The question is what cups-config is? Is it a pkg-config file or a binary
tool which is nesseray. If it's a binary tool and it's need to compile
samba cups things then it should be a HOST_TOOL. If it's a pkgconfig
file then it should be in target rootfs.
But we have no cups rules so we can't have both of them.

is installed?
I know it makes no sense to build samba with cups support if we have no
cups rules. When samba use this to check if cups is installed, it's a
very bad way to check that. This displays a little bit the situation how
others project deal with cups.

I see that buildroot support cups, maybe we can start with that to make
a mainline solution for this. [0]
1.3.11 seems be a very old version, but we could start with that. To
support this version.

My version is 1.5.4. It does its job here in the office to run our DIN A3 ink
printer. But it is still more or less a hack.
And I'm still searching for people who are interested in replacing CUPS by
something more useful... ;)
