In the meantime I changed the dependencies to:

But it seems it does not work as intended or at least not how I understand it.
Because the "extract" stage with the running autoreconf fails due to a
missing 'AM_GNU_GETTEXT' which only is present when the 'HOST_GETTEXT'
dependency is correctly handled.
Am I wrong with the "if BUILDTIME" dependency for the host tools?
When I remove the "if BUILDTIME" the host's gettext package is built first and
the build continues successfuly.

I'll try to reproduce this. Something really strange is going on here. Just
drop the "if BUILDTIME" for now. It shouldn't make a difference anyways.
