Hmm, the 'dhcp.make' coming with the ptxdist-2012.01.0 uses 
the 'dhcp-4.1.2.tar.gz' and not 'dhcp-4.1.1.tar.gz'. Do you are using a 
local 'dhcp.make' in your project?

And yes, every rule file must contain a md5sum. But you can switch off the 
check of the sum with:

$ ptxdist setup
 Source Download --->
   archive check (for existing checksum)  --->

   OR

   archive check (never)  --->
