I think you are right. archive.debian.org has it here:
http://archive.debian.org/debian/pool/main/m/mii-diag/mii-diag_2.11.orig.tar.gz
24c870588643c27f78840e793a46e35c66523b58 is part of ptxdist 2019.04.0, the BSP
where I ran urlcheck is not yet on that very recent version. ;-)
