[ptxdist] [PATCH] bzip2: fix URL (bzip.org archive gone, use Gentoo as mirror)

As of 22 September 2018, bzip2 sources are not longer available
on http://www.bzip.org/. They state "Find the latest version on
SourceForge", just I cannot find it there. Only as part of some
other projects, which would be unreliable.

So for now, refer to Gentoo source archives, i.e.
http://distfiles.gentoo.org/distfiles/bzip2-1.0.6.tar.gz

This should be revised as soon as there is another (official)
source location.

Not an "official" location, but Debian currently lists the homepage for 
the project as
https://web.archive.org/web/20180801004107/http://www.bzip.org/
(i.e. the Internet Archive). Following the download links from the 
archived page leads to
https://web.archive.org/web/20180624184806/http://www.bzip.org/1.0.6/bzip2-1.0.6.tar.gz

I think web.archive.org is slow and it’s not intended to act as file mirror. Debian normally mirrors the sources, but when we use that URL on ptxdist, lots of downloads will be pointed to web.archive.org. Not a good idea, in my opinion.

LWN [1] mentions that the bzip.org domain had expired and was apparently
been grabbed by someone else, and remarks that even if there will be
official builds on that domain, they should be checked carefully now.
Another possible source would be the Debian Snapshots archive [2],
although the latest release seems to be 9 years old already.
