Note: this implementation idea was not addressed in v3 of the patch
series. v3 now uses generated pre make files to extend CODE_SIGNING_ENV
for the selected HSM use case. It would still be nice to have something
like "cs_append_env" as a substitute for the pre rules in the future.
Leaving it open to someone else :)
